President Donald Trump has removed two Democratic members of the U.S. Election Assistance Commission, while the panel’s remaining Republican member resigned, leaving the bipartisan federal agency without sitting commissioners just months before the midterm elections.
The White House confirmed the action Friday, saying the president had removed Thomas Hicks and Benjamin Hovland from the four-seat commission. Christy McCormick, the panel’s remaining Republican commissioner, resigned, and former Republican commissioner Donald Palmer had already left earlier this year, according to The Associated Press. The Election Assistance Commission is not a national election board and does not run American elections. States administer elections. But the agency plays a technical and administrative role in the system: it distributes federal election grants, oversees voting-system testing and certification, and maintains the national voter-registration form. Congress created the commission under the Help America Vote Act of 2002, which gives the agency a bipartisan structure and requires commissioners to be confirmed by the Senate.
